Lagos State Deputy Governor and APC governorship candidate, Dr Kadri Hamzat, has unveiled a 100-point manifesto promising expanded public transport, better healthcare, affordable housing and more employment opportunities if elected in 2027.

The manifesto, titled The Lagos Promise, outlines plans across seven areas, including economic opportunities, security, inclusion and government accountability.

More Buses, Rail Connections and Ferries

Hamzat pledged to increase the public bus fleet from 1,000 to 4,000, targeting one million passenger journeys daily.

He also promised to extend the Blue Line to Okokomaiko, connect the Blue and Red lines at the National Theatre Station and advance the proposed Green Line in partnership with the Federal Government.

His water transport plans include 75 additional electric vessels, improved ferry routes and refurbished terminals.

“Lagos is a water state. The lagoon must be our third highway,” he said.

Hospitals, Schools and Business Support

On healthcare, Hamzat promised two new general hospitals in Ogombo and Ibeju-Lekki, upgrades to 100 primary healthcare centres and an increase in Maternal and Child Centres from 10 to 15.

He also proposed expanding Ilera Eko health insurance coverage to one in three residents and improving working conditions for health professionals.

His education plans include stronger teacher training, expanded digital learning and support for establishing a University of Medicine and Health Sciences.

For businesses, Hamzat pledged clearer government charges, improved access to credit and a defined share of state procurement for qualified small enterprises.

He also proposed work placements for vocational students, with the state covering 40 per cent of their stipends.

Housing and Public Accountability

Hamzat promised more accessible mortgages, including a 10 per cent deposit, single-digit interest rates and longer repayment periods.

He also outlined plans for wider CCTV coverage, improved street lighting, stronger neighbourhood security and expanded water and waste services.

Of the 100 pledges, he described 87 as firm commitments within the state government’s control. The remaining 13 would depend on consultations, partnerships or judicial decisions.

He promised published performance targets, independent reviews and annual reports explaining achievements and missed goals.

Governor Babajide Sanwo-Olu endorsed Hamzat, citing his experience and contributions to successive administrations. He said his deputy was well placed to complete ongoing projects while addressing areas needing improvement.
