FG CLARIFIES 40% PECULIAR ALLOWANCE REPORT, SAYS NSIWC ISSUED CIRCULAR

The Office of the Head of the Civil Service of the Federation (OHCSF) has clarified reports circulating in the media regarding the alleged approval of a 40 per cent peculiar allowance for federal civil servants.

 

In a statement issued by the Director of Press and Public Relations, Mrs Eno Olotu, the office said it neither approved nor communicated any such allowance to the Joint National Public Service Negotiating Council or any labour union.

 

The OHCSF stressed that the responsibility for issuing salary-related circulars lies with the National Salaries, Incomes and Wages Commission, not the Office of the Head of Civil Service.

 

According to the statement, the controversial circular being circulated online was actually issued by the NSIWC on April 23, 2026.

 

The office explained that a meeting convened by the Head of the Civil Service of the Federation on Tuesday was strictly an intervention and mediation session aimed at maintaining industrial harmony between organised labour and relevant government bodies.

 

“It was strictly an interventionist and conciliatory engagement aimed at facilitating dialogue between the organised labour under its jurisdiction and the NSIWC,” the statement said.

 

The OHCSF added that the engagement was designed to prevent misunderstandings and avoid disruptions in labour relations within the federal civil service.

 

The statement also recalled that during a press briefing on April 24, 2026, the Head of the Civil Service of the Federation, Didi Walson-Jack, announced a broader federal government welfare package for civil servants.

 

The package includes the approval of full Duty Tour Allowance for approved trainings in selected institutions, as well as an upward review of peculiar allowance across various salary structures, including CONPSS and CONRAISS.

 

Other components of the welfare package include increases in estacode, book allowances, and related entitlements.

The government also approved a ₦10 billion housing loan scheme aimed at improving access to affordable home ownership for federal civil servants.

 

The OHCSF reiterated its commitment to maintaining peaceful labour relations and strengthening collaboration with stakeholders in order to sustain industrial harmony across the federal civil service.

 

It urged the public to rely on verified official channels for accurate information regarding government welfare policies and salary-related updates.
