NCC INTENSIFIES EFFORTS TO END REPEATED ROAD EXCAVATION FOR FIBRE DEPLOYMENT

The Nigerian Communications Commission (NCC) has stepped up consultations with industry stakeholders to implement a cost-based pricing framework for sharing underground telecom ducts, aiming to end the repeated excavation of roads for broadband infrastructure.

The initiative falls under the Federal Government’s “Dig Once” policy, which mandates the installation of fibre ducts during road construction or rehabilitation. This approach allows multiple operators to share infrastructure, significantly reducing deployment costs and minimising disruption to public roads.

NCC officials explained that the new framework seeks to create a fair, transparent, and sustainable model for duct access, encouraging greater investment in fibre optic networks. The move is expected to accelerate nationwide broadband expansion, lower the cost of internet services, and promote efficient use of national resources.

Repeated road digging has long been a major concern for motorists and residents, often leading to traffic chaos, infrastructure damage, and increased maintenance expenses. Stakeholders welcomed the policy as a practical solution to these challenges.

The NCC urged all telecom operators and relevant government agencies to collaborate fully on the implementation. Experts believe the policy will enhance service quality, bridge the digital divide, and support Nigeria’s digital economy goals.

The commission assured that guidelines will be finalised soon to ensure smooth adoption across the country.
