NRC GRANTS LAGOS PERMANENT RAIL OPERATING LICENCE

The Nigerian Railway Corporation (NRC) has granted the Lagos State Government a permanent operating licence for its expanding rail network, marking a significant milestone in the state’s quest for an efficient and integrated mass transit system.

The licence, formally presented on Friday during a ceremony in Lagos, allows the state to independently operate and manage its light rail and commuter rail services without repeated renewals. It covers key corridors including the Blue and Red Lines, with provisions for future expansions across the metropolis.

NRC Managing Director, Dr. Kayode Opeifa, described the development as a testament to Lagos State’s commitment to modern transportation infrastructure. “This permanent licence reflects the maturity and readiness of the Lagos rail system. It will enable faster decision-making, better maintenance, and seamless integration with other modes of transport,” he said.

Lagos State Governor, Babajide Sanwo-Olu, who received the licence on behalf of the state, expressed delight at the achievement. “This is a historic moment for Lagos. The permanent licence gives us the legal backing and operational autonomy to deliver world-class rail services to our people. We are committed to expanding the network and improving connectivity across the state,” the governor stated.

The development is expected to accelerate private sector investment in rail infrastructure and related services, including rolling stock maintenance, station management, and ticketing systems. It also paves the way for potential public-private partnerships to fund future lines.

Transport experts hailed the move as a bold step towards sustainable urban mobility, noting that a reliable rail system will reduce road congestion, lower carbon emissions, and boost economic activities. However, they called for strict adherence to safety standards and regular capacity building for personnel.

The permanent licence comes as Lagos continues to implement its multimodal transport master plan, which includes bus rapid transit, water transport, and additional rail corridors. With the growing population and expanding economy, stakeholders believe the rail system will play a pivotal role in shaping the future of Africa’s largest city.

The NRC and Lagos State Government pledged continued collaboration to ensure the rail network meets international best practices in safety, efficiency, and passenger comfort.
